Stone Meadow Property Owners Association is a gated community of nearly 300 single family homes offering wooded homesites with spectacular views. Stone Meadow is located 1/4 mile west of Campbell Avenue, with entrances from both Weaver Road and Plainview Road, just outside of Springfield, Missouri.

All homeowners are members of the Stone Meadow Property Owners Association governed by the Declaration of Restrictions, Covenants, Conditions Restrictions of Stone Meadow, as amended and administered by the Board of Directors. Trash pickup is every Tuesday and Friday. If a holiday falls on a Tuesday or Friday, the pick up is the next day. Holidays include: New Years Day, Thanksgiving and Christmas.

Residents can reserve the pavilion for a party during the week, Monday through Thursday by emailing info@CMS.com or call calling 417-886-8606. No private parties will be scheduled on weekend or holidays. Parties will be limited to 2 hours. Please download reservation form.
Stone Meadow holds two garage sales a year on the 4th Friday and Saturday of April and September.
Residents are not allowed to schedule individual sales.
On the days of the garage sales, trash will not be picked up Friday morning due to the volume of traffic. Trash will resume normal service on the following Tuesday.

At the present time, the Stone Meadow entrance and exits gates will open from 6:00 AM to 6:00 PM daily (subject to change during the summer months). The hours are subject to change without notification.
When closed, the entrance gate may be opened with a transmitter or access card. The exit gate opens automatically at any time a vehicle approached the gate.
Upon completion and occupancy of each new home in Stone Meadow, the initial household will receive two transmitters and two access cards at no cost. If additional or replacement transmitters or access cards are needed, the cost for each transmitter will be $40.00 and the cost for each access card will be $10.00. These prices are subject to change without notice.
Buyers of a previously occupied home in Stone Meadow must obtain the previous owner’s transmitter(s) and access card(s) or purchase them at the prices stated above.
If you sell your home, please have the new buyers call our office so the transmitter(s) and access card(s) can be uploaded electronically to the directory system.
You are strongly urged not to give your transmitter or access card to anyone. If your transmitter or accesses card is lost or stolen, please notify our office immediately (417-886-8606). Replacements may be purchased at the prices stated above. Yes, you can use a cell phone number instead of a land line number. However, it must start with 417 area code. If you want to use a cell number that does not have a 417 area code, we recommend you set up a Google Voice account.

Stone Meadow provides owners with gate transmitters or cards (either for sale or left from a previous owner). These devices are programed to work with the gate system. Any issues pertaining to the use of these remote devices should be reported Club Management Services (CMS).
Technical support however is not provided by the Association for problems with any other remote devices an owner may chose to add to their personal car remote system. It is the responsibility of the owner to trouble shoot these issues at their own cost without making changes to or tampering with Stone Meadow’s gate system.
Rules for Golf Carts and other recreational-type motor vehicles (approved by SMPOA board on April 18, 2019):
The operation of golf carts on Stone Meadow streets and paved trails is allowed by licensed drivers only, contingent on the exercise of all due caution and courtesy towards pedestrians and bicyclists.
The operation of recreational motorized vehicles including golf carts, ATVs, mini bikes and dirt bikes on Stone Meadow streets by an unlicensed driver, regardless of age, is a violation of Missouri Law subject to fines and enforcement by the Greene County Sherriff Department.
With the exception of golf carts as specified above and authorized service vehicles, the operation of ATVs, mini bikes, dirt bikes, or any other motorized vehicles on Stone Meadow common areas including common space grass and paved and unpaved trails, is a violation of Stone Meadow Association Rules, which are enforceable by numerous measures including fines of up to One Hundred Dollars ($100.00) per day for each such violation (see details in CC&R Section 32 Remedies).
If you witness violations of Stone Meadow's rules for recreational motorized vehicles, the board recommends the following actions:

ARCHITECTURAL RULES FOR PORTABLE BASKETBALL GOALS
RULE # 1. When not in use, portable basketball goals must be stored on the driveway away from the street. Because this location is outdoors exposing them to the elements, they must be properly maintained so as not to detract from the overall good appearance of the community.
RULE # 2. The fastening of portable basketball goals to the ground in any way is not permitted.
Any violation of these rules shall be a violation of Article VIII, Section 25 and shall be enforceable as set out in Article VIII, Section 32 (Remedies) of the DECLARATION OF COVENANTS, CONDITIONS AND RESTRICTIONS of STONE MEADOW
Yes, 417 Mowing has been hired to plow the streets when 3 or more inches of snow has fallen. 417 Mowing will do their best to provide the best service possible.
417 Mowing will apply ice melt to all major sloped areas in Stone Meadow. When it snows and the temperatures are very low (single digits or teens), the chemicals are slow to work & melting that much snow is more difficult. The effectiveness of chemicals only, is based on temperature & sunshine the following day. Usually the temperatures do not stay in the single digits or teens. The chemicals work best around 20 degrees.

If you personally know the residents involved and feel comfortable doing so, talk to the parents or guardians to see if they are aware of the rule breaking and to encourage them to be responsible and to enforce the rules.
In cases where you witness violations occurring on Stone Meadow streets or grounds, especially those resulting in property damage or to risk to other residents or visitors, take photographs or video of the offender(s) and submit along with a complaint to the SMPOA board. If the identity of the violators is known to either the complainant or board, the board will contact the violating household with the evidence submitted and will impose fines of $100 per incident day.
If the identity of the violators is unknown to the complainant and to the board, the board may publish photographs or video on the SMPOA website for assistance in identification of violators and for the imposition of fines upon violating households.

Public Service Announcement
to the Residents of Stone Meadow
Recently one of our residents was bitten by a large dog owned by another homeowner walking his dog in the common area on a leash. Initially there was great concern about being able to locate the dog to ensure that it had received the appropriate shots etc. Thankfully the dog was located and there was a happy ending.
Nevertheless, although a violation of the CC&R's had not been committed by the pet owner the fact remains that one of our residents was injured so this begs the question, what is the role of the Association in a situation like this?

The role of the Association
We cannot play the role of Law Enforcement or some form of "investigative board". If this is necessary, situations like this should be referred to the local Sheriff's Department.
We cannot pick winners and losers or assess blame or fault on any of the parties.
Any liability for damages that may exist and any remedy is entirely and solely between the pet owner, the injured party and their insurance companies.
If the whereabouts of the pet owner and his dog is unknown, upon the resident's written notice of the incident to the Association office, in an attempt to locate the dog, we will send an email notice to all residents requesting information anyone may have concerning the incident.
We will try to determine if a violation of the CC&R's was committed and take the appropriate action as outlined in the CC&R's.
Article 8 of Stone Meadow's 13 Articles of Incorporation lists the purposes for which the Corporation is formed and organized. Included in this list are the following provisions:
(b) To provide an entity for the furtherance of the interests of the Members as may from time to time exist;
(d) To promote the health, safety and welfare of the Owners and the environment within the above described property.....
In keeping with our obligations under these Articles, the Board is offering some suggestions to our residents on what they may do if their pet injures someone or if they have been injured by someone's pet.
It is important to note that this is being provided solely as a Public Service Announcement and it is not to be construed in any way as legal advice but instead simply as things you may want to consider. If legal advice is desired you should obtain the services of an attorney and refer the matter to your insurance company as well.

Instructions To Residents Who Have Been Injured
Provide the pet owner with your complete personal contact information, name, address, telephone numbers and email address.
Obtain complete personal contact information of the pet owner; ie. name, address, telephone numbers and email address.
Obtain confirmation that the pet has received all vaccinations.
Obtain the name, address and telephone number of the pet owner's insurance company as well as his policy number.
Article VIII Section 3 of the CC&R’s entitled “Animals” states that no animal shall be allowed to make an unreasonable amount of noise, or to become a nuisance. The board shall conclusively determine in its sole and absolute discretion, whether, for the purpose of this paragraph,…a particular animal is a nuisance. Pets shall not be allowed loose or unsupervised on any part of the property.
Answer:
When a complaint is filed with the Association pertaining to a potential violation of the above section of the CC&R’s, the Board requires the following in order to make a determination if in fact a violation has been committed.
The written details of the complaint must be submitted to the Association office located at 1717 E. Republic Road Suite A, Springfield, MO 65804
If the neighbors that live adjacent to the dog owner are in agreement that the dog is causing a nuisance, the person making the complaint must have those in agreement add their full name, address and signature to the complaint in order for the Board to take action. Initially this will take the form of sending the dog owner a letter. If this does not resolve the problem, other measures in accordance with the CC&R’s may be taken by the Board.
If the complainant is unwilling to following Stone Meadow’s procedure, he or she has the option of filing a complaint with the Greene County Sherriff’s Office at 417-868-4040

Any resident of Stone Meadow is welcome to create/join a Stone Meadow neighborhood Nextdoor page or a Facebook page. However, the Stone Meadow Board of Directors will not be responsible for the maintenance and content, nor will the board respond to complaints or concerns through these channels. The proper way to lodge a complaint is to submit a complaint form (available under “Comment or Complaint Form” under FAQ’s).
When emergency responders are dispatched to Stone Meadow when the gates are closed, the responders are provided with a gate code for emergency responders. This gate code is the same for all responders (Battlefield FD, Ambulance Services, Greene County Sheriff's Department). Most area gated communities in Greene County use this same code for emergency responders. The emergency responder dials the code when they get to the gate. This calls the dispatcher who verifies the responder and then pushes "9" on their keypad and the gates open.
Also, if the circumstances permit it, residents may also consider sending a family member or neighbor to the gate with a key fob or gate pass card to ensure the gates are opened when the responders arrive and to direct them to the location of the emergency once they have access.
Section 4: Antennas. No antenna or other device for the transmission or reception of electronic signals shall be erected, used or maintained outdoors on any Lot, which antenna or other device shall be visible from the street adjoining the front of said Lot, unless approved by the Architectural Committee. TV antennas shall be erected so as to be as inconspicuous as possible and no such TV antenna shall extend more than six (6) feet above the ridge of the roof of the particular dwelling unit upon which the antenna is located; provided, however, the Architectural Committee shall have the authority to award variances with respect to the foregoing prohibition. Upon the submission by any property owner of the location and specifications of a small (approximately 21 inch diameter or less) direct satellite dish, the Architectural Committee may approve small direct satellite dishes that conform to the requirements of this section.
The lot includes the fence in the sale. The property owner is responsible for the maintenance.
The Stone Meadow Architectural Committee has approved the following language (11/9/2020):
Any solar energy system shall not be visible from the street, such that any portion of the solar energy system is or would be visible to a person six feet tall, standing on the Street, as determined by the Architectural Committee, in its sole and absolute discretion. Additionally, the solar energy system must be of the design, quality and color such that it is harmonious with the surface on which it is being installed, as determined by the Architectural Committee, in its sole and absolute discretion.
STONE MEADOW LAWN MAINTENANCE GUIDELINES
The Stone Meadow Covenants, Conditions, and Restrictions includes the requirement that owners must “keep all shrubs, trees, grass and plantings...cultivated and free of trash, weeds and other unsightly material.” A 2019 survey of residents showed that they place a high value on enforcement of this requirement. For this reason, the Board of Directors has approved the following guidelines to assist members in complying with the requirement and to serve as a basis for enforcement when needed.
Lawn grass standards and weed control
Generally, front lawns in Stone Meadow, as well as back lawns that can be viewed from the street or common area, should consist of at least 90% of turf-type grasses (fescue, bluegrass, Bermuda grass, and rye) and no more than 10% of weeds and/or bare ground. For example, in a 100 square foot (10 ft. by 10 ft.) section of yard, weeds and/or bare ground should account for no more than 10 square feet.
Common broadleaf weeds in lawns include, but are not limited to, dandelions, chickweed, and henbit. This website https://weedid.missouri.edu/ has images of these and other broadleaf weeds.
Common weed-type grasses include, but are not limited to, crabgrass, nutsedge, and quackgrass. Images are available here: https://weedid.missouri.edu/. (Crabgrass appears in the index as “Large crabgrass” and nutsedge appears as “Yellow nutsedge”.)
The best way to control these weeds is to maintain healthy stands of desirable turf grass through irrigation, fertilization, and, when needed, through overseeding, reseeding, and thatch removal as well as application of pre-emergent weed control. Pre-emergent control should generally be applied in the spring. Soil tests can provide recommended fertilization levels. When applying fertilizer and/or weed control, please take steps to minimize or eliminate negative environmental impact through consultation with lawn care professionals and careful adherence to chemical application guidelines. Remember that runoff from our lawns feeds into Ward Branch then to the James River and Table Rock Lake.
When enforcing these guidelines, the following will be considered:
Lawn mowing
Lawns should be maintained at a height of no more than 4 inches. Sidewalks and curbs should be edged every second or third mowing.
Shrubs and trees
Shrub should be kept neatly trimmed, and trees and bushes that overhang sidewalks should be trimmed to allow safe passage for walkers and runners.
Leaf removal
Owners should take responsibility for removal of leaves in the fall to maintain the appearance of their lawns. Leaves should be removed and not blown into the streets. Leaves and yard waste should never be dumped onto neighborhood property.
